Part of the goal of the Imperium is to destroy Chaos. However, Daedra being present on Nirn may attract the Inquisition or the attention of various Marine chapters. The Imperium lets many planets be and lets the people live and die Some agents of the Emperor of Humanity inhabit those planets and report back to the Inqusition, etc.
